FOI The Freedom of Information Act gives people a general right of access to information held by or on behalf of public authorities, promoting a culture of openness and accountability across the public sector.
Familiarity In general, people are more concerned about risks which are new to them and about which they have only a little knowledge or experience.
Fear People are naturally more concerned if the form of harm is particularly horrific.
For example, long term extreme pain; impacts on future generations; widespread impact; or because the harm (or degree of harm) is unknown or uncertain and could be very severe and irreversible.
There may well be other reasons why fear is particularly high, which might depend on individuals perceptions and the context.
Reactions can be based on fear and not the reality.
